It's important to focus on students who fail to consistently turn in their homework, but it is equally important to encourage those who do keep up with homework assignments. As an incentive, organize monthly "ceremonies" to recognize students who have completed all of their assignments on time. Play music and call the students individually to the front of the class. Shake their hands as you present students with certificates of achievement. This monthly recognition is a wonderful way to support students who put forth strong effort all of the time.
If you don't want to be so "flashy," you might simply reward students by presenting them with a coupon for a night off from homework, 10 extra points on a quiz or 5 points on a test, or some other incentive.
