The 65 Percent Solution is a proposal from First Class Education to require all states to spend 65 percent of every education dollar on in-classroom instruction. Among the items included under classroom instruction costs are classroom supplies, special education costs, extracurricular activities, and teachers' salaries. Several states already have adopted versions of the 65 Percent Solution.
Critics, though, say the definition of in-classroom expenses is too narrow, and excludes critical areas such as social workers, library and media services, food services, and transportation.
