    "Criteria for determining if content standards were clear, rigorous and of quality and criteria to determine if students were achieving at high levels had to be established during the 1997-98 school year. This criteria will assist school districts in self-assessing their own standards and student achievement results. It will also assist the Department in their team reviews of the 280.12/280.18 reports. The criteria selected by the Department is based on criteria suggested by the Chief State School Officers. Additional criteria that could be used by a local school district can be found on the CD-ROM, Standards Development for School Improvement in Iowa." --Iowa Department of Education
