Few Students Exercise Choice Option
The No Child Left Behind Act gave as many as 3.5 million children in failing U.S. schools in the chance to transfer this fall, but few are doing so. Among the issues cited by school administrators are the lack of space in other schools and the tight deadlines for parents to apply for a transfer.

Students Benefit from Individual Learning Plans
About 25 percent of Howard County (Maryland) third graders who were performing below grade level in reading and mathematics benefited from individual learning plans.

To better reflect students' multicultural backgrounds and communities, staff members at the Phoenix Headstart Program are adding more shades to their skin-tone art supplies. New colors of paint and crayons include mocha, ebony, peach, and gingerbread.

Los Angeles County school officials plan to phase out the sale of soft drinks in their middle and high schools by January 2004. In making the decision, the Los Angeles School Board noted that students' health is more important than the revenue generated by soft drink sales.
