Must charter school teachers meet the "highly qualified" requirements of the No Child Left Behind Act?

U.S. Department of Education:

Charter school teachers must hold at least a bachelor's degree and must demonstrate competence in the core academic areas in which they teach, but states have the flexibility to determine whether charter school teachers must be fully certified.
