Establish an in-crowd of homework doers at the beginning of each grading period with a "homework club." Start by announcing that every student is a member of the club and that, to remain in it, he or she must complete all assignments and turn them in on time. If students fail to complete their homework assignments, remove them from the "club."
Offer occasional rewards to club members like free reading time, a pass for a particular assignment, a cookie...
At the end of each month or grading period, give members a special incentive such as extra credit points, and start over with all class members in the "club." For greater impact, you may track the membership of your club on a chalkboard, bulletin board, or chart.
